The Ethiopian Public Procurement Authority (PPA) was constrained by a legacy of paper-based, manual processes that governed the majority of the nation's public spending. This archaic system was plagued by profound inefficiencies, causing extreme delays in critical tender awards and stalling essential infrastructure projects. The lack of a centralized, transparent mechanism created an environment vulnerable to malpractice and eroded public trust, as citizens and suppliers alike had limited visibility into how contracts were awarded. Furthermore, the authority operated without a unified data strategy, making it impossible to analyze spending patterns, identify savings, or make strategic decisions to optimize the use of public funds.

The Approach: A Phased and Strategic Rollout of eGP

To address these systemic issues, the PPA embarked on a strategic digital transformation journey in partnership with our company Perago Systems. The approach was holistic, focusing not only on technology but also on people and process. We began with a carefully managed pilot program, engaging key ministries and agencies to refine the system and build a coalition of early adopters.

The implementation of the eGP platform heralded a new era of efficiency, transparency, and strategic insight for Ethiopian public procurement. The solution automated manual tasks, slashing processing times by over 40% and significantly reducing operational costs associated with paper and printing.

The PPA now benefits from a powerful centralized data hub, providing unprecedented visibility into national spending patterns.
